Question using App Prefs

Does anyone know if one application is allowed to read back to app prefs of
another app?  I have one application that  does PrefAppSetPreferences with a
certain creator ID and I've verified that the data is being properly
written.  The next app doesn't generate any errors when doing an
PrefAppGetPreferences with the same creator ID but the data it gets back is
empty.
