I don't think the proxy's data stream is exactly the same.  Among other
things, it hashes links that are in the external page to send less data to
the device.  This would cause the sent data to be smaller than a local PQA.
The encoder in the proxy is also a bit newer than the one in the 1.0 WCA
Builder, so it might catch more compression opportunities.
