3.1 -> 3.5 conversion problem

I have successfully converted applications from 3.1 to 3.5, but I'm having a
problem converting a library. When I change the headers to include
<PalmOS.h>, I get a "the file '<PalmOS.h>' cannot be opened" error.
I've changed the access paths, and the only way I can make the error go away
is copy PalmOS.h to my Project directory. What am I missing?
