It is because you first need to select a ROM before POSER is able to give you
a choice of devices to select, depending on the ROM installed.
I guess this is done to avoid choosing a device which is not supported by the
ROM.
In case of questions relative to POSER, you should post your messages in the
emulator forum, there will be more people able to answer you.
