Unfortunately, the Palm developers tools page is woefully short of Java
development tools information.

The two major options are Waba (a Java clone specially written for Palm
devices) and Sun's J2ME. These are both Java VMs and class libraries (very
cut down versions of AWT) that run on Palms. Try:
