So what are we suppose to put in the frmUpdateEvent? If everything work
fine without it, how do we know what to put in the handler (except handle =
true)?

Actually OS 3.1 could generate this event, but didn't unless the
application was almost out of memory.
The OS3.5 debug ROMS generate this event every time, so you
can ensure that your program successfully handles it.
So it appears that the 3.5 debug ROMs have done you a favour by
exposing a hidden weakness in your program.
