Reposting my original response from pilot.programmer:
If you have an "EFIGS" (English, French, Italian, German, Spanish) version
of Palm OS 3.5 or higher, then you can call OmSetSystemLocale to choose one
of those languages. The OS doesn't come with a Preferences panel for this
but it's not hard to write one. There are EFIGS m100 devices and other
EFIGS ROMs available in the Palm development seeding area.
Also, you can flash a regular Spanish or French ROM onto a compatible
flashable device, although reflashing is not "officially supported" by Palm.
