I think I read that the palm date expires
in 2036....


-->   So 2000 is a leap year, but 1900 is not (despite the fact they are

 -->  evenly divisible by 4). That means that if you store your date as
32-bits
-->  worth of seconds since 1904 you'll run out of time in about 2040.
-->   And THAT means for all the years that you can represent, if it is
evenly
-->  divisible by 4, then it is a leap year, NO EXCEPTIONS.
