gdb, found with PRC tools( GCC ), is the debugger you are looking for.
Under Linux, a tons of front ends allows you to use it more comfortable
conditions, but I don't know which are availables under windows...
I think there is an IDE, under windows, which use PRC tools.
I' not sure, but it's name is falchnet, or something like that.
There is also some Java debuggers, around.
