I don't have official word, but I would expect that if there is a
VII/VIIx 4.0 image, it will lag by several months.

The VIIx already had a very packed ROM, coming in just under 2MB.  Since
the core 4.0 OS is larger than the core 3.5 OS, it doesn't seem possible
to have a 4.0 image with all the web clipping tools installed.

I think it will be possible to do a VIIx 4.0 ROM, but Palm's developers
will have to shift applications from ROM to RAM -- there isn't very much
left to move.  We already have the NetSync module and the Expense
application shifted.  You could move out Mail, but to get any more
space, you'd have to remove core applications or web clipping
functionality.
