Basically, the first week of the year is the one that includes the first
thursday of the year.
This is the ISO definition, as far as I know.
Regarding the accounting week, unfortunately there is no specific nor
universal rule. It can be totally custom and in some cases you can't handle
it otherwise than through a definition table.
