I would try to re-design the user interface so that you split the single
form up into multiple forms, each of which fits on the screen. See the
Setup/Welcome application for example. This is probably the best solution.
Other possibilities include force fitting your form into a table, and
dynamically repositioning/hiding/showing form objects so that they
effectively scroll with a scroll bar.
