I don't speak for Palm, Inc. (or for anybody else), but one good reason
might be that the Palm Desktop application is not a Palm OS application --
it runs on your desktop.  Palm wants to help you create apps that run on
Palm OS devices, so they share the source code for many of the built in
apps.  If you want to create a desktop application that communicates with
your handheld, look at the Conduit Development Kit.  When the user starts a
HotSync, your conduit will be called and it can do whatever you want it to
do on the desktop and store the results on your handheld.
