Aha! Turns out that the created date was later than the modified date. If I
change that, the DBs install onto the handheld just fine. Mystery solved. (I
must have done some testing with the date set in the future and that's when
the DBs were created).

It still seems like an odd thing for the install conduit to check and then
use to decide that it won't install the DB onto the handheld, but at least I
know now.
