Kiet, in reviewing your original question... here's some more info.
In INetLib for Palm OS 3.5 and earlier, you couldn't set additional
headers. However, with INetLib in Palm OS 4.0, you can set the
content-type. For an example, look at the INetLow example in the 4.0
SDK -- this has not yet been posted in the main 4.0 page, but it is
still in the developer seeding area. The code has been changed to set a
content-type for the posting -- without that, the proxy does odd
translations of the postings.
