No. The country selected is based on the device's locale; if the
device's locale is frFR (French in France), the initial country is
France. So what you'd see initially for a device sold in Finland
would depend on what version (English, French, German, Italian,
Spanish, Japanese) gets shipped there by Palm.

Not sure what you mean by this. You can change the country value
saved in system preferences. You can change various system preference
values that are initialized (based on the selected country) during
the setup process. You can't change country-specific settings (at
least not easily) such as the currency for Finland.
