using INetLib on emulator

Hi,
 
When I tried to use INetLib with newest version of Palm emulator, inside
"INetStart" function "FtrGet(inetLibFtrCreator, inetFtrNumVersion, &value)"
returned error number 3074 as if INetLib was not installed.  What setup do I
need to do for this?  I'm new to this and any help is very appreciated.
