It could be on Windows, but Macs store files with a separate "data fork" and
"resource fork".  An .rsrc file consists entirely of resources, so the "data
fork" is empty.  Since MetroWerks' CodeWarrior appears to have started life
as a Mac program, it seems that they just maintained the same file structure
for the Windows version.
