Opening the serial manager on the port will set the transmit pin to
one state (I don't know what you mean by high or low in this context,
but this will power up the device and the transmit pin will become
active).
Setting a Break condition using the serial control library call will
cause the pin to go to the other state until you clear the break
condition.
