Kevin,
Suggest you use the profile version of POSE and then you will know why your
app seems slow. Baseline for 3.5 release OS and then 4.0 release OS.
Profiling with any of the Debug ROMs will not be very accurate to what your
users would find.
We have used this with very good results at WeSync to get rid of some
performance bottlenecks for both of our PRC apps.

I have a commerical application that has run fine under all 3.x version of
PalmOS. Under 4.0 it runs very slowly. I have not been able to pinpoint any
particular API calls that run slower. It appears as if the C code just runs
slower especially string manipulation and searching. Anyone had a similar
experience?
