Do you need HotSync, or do you just need to install the ap?  Someone
posted a link a bit back to Pilot Install (http://pi.envicon.com/),
which claims to be a simple tool to just install a .prc without waiting
through a full HotSync.  Maybe this would suit your purpose? 
(Disclaimer: I've never used it myself, just saved the link since it
looked like a handy tool)
