The internal database name indeed must use only 7-bit ASCII characters. But
the 'tAIN' (App Icon Name) resource can contain extended Latin characters as
you want. (I don't know how to do this in PRC-Tools but certainly it's
doable.)
However beware that if your 'tAIN' contains characters specific to the Latin
character set, it may not display correctly on devices with other character
sets such as Japanese.
