First, it isn't a scrollbar that appears in a list; it's scroll arrows.
No, you don't get any events when these arrows are tapped. If you don't like
what's happening, you can set the hasScrollBar attribute of the list to
true, and then it won't do its scroll arrow thing. You're then responsible
for scrolling, which you can do with a scrollbar.
