For what is probably still the best description of how to create icons, see
this KB article (I think it's from David Fedor):
http://oasis.palm.com/dev/kb/faq/1817.cfm. Note that the small icon is 9
pixels high by 15 pixels wide, which is usually referred to as 15x9.
