I wrote a package for OS version 3 that would allow you to create both
horizontal and vertical scrollbars on the fly, of whatever width you'd want.

It uses the regular drawing mechanisms to draw the scrollbars, so hopefully
it should work on later machines, and machines with 4/8/16 bit displays.
