If the application category does not exist,
the category is created.

When you beam or hot sync install, the app is always put into the Unfiled
category, right?

In the Project Settings pannel of the CW Construcor (bottom of main pannel)
is a field called "Default App Category".
Set it to the category you want the app to appear in after install.
