.txt file on Palm

Hi folks,
   Is there any utility by which i can transfer a .txt file on to Palm
device and than use it as a file on the Palm device
using standard file operations eg fopen,fclose etc....
 I mean to ask any utility which converts a .txt file into a .pdb file.And
than i can perform standard file operations on it.
