Doesn't matter.  If you run the Cygwin bash shell, you're effectively
"in Unix" as far as the PRC-Tools are concerned.  You can cd into the
example directory and type "make" there just as well as you can in Unix.

You should be able to use "make" from the DOS command prompt as well. 
You might need to set the environment variable "MAKE_MODE=unix",
though.  I can't remember exactly -- I don't try to use Cygwin stuff
from the DOS command prompt any more.

It's just as well -- make is far superior to batch files.
