I'm not an expert in this area, but I'm pretty sure the answer is no. New
records always go at the end. At the end of the HotSync process, each
application is sublaunched with the sysAppLaunchCmdSyncNotify launch code.
This gives apps an opportunity to re-sort their records. Records can also
get out of order due to record edits made by a conduit; e.g., changing a
person's name in AddressDB.
