Just about every major technical imprint has an intro to PalmOS
programming book out.. I myself am looking 5 books scattered around my
apartment, 2 I bought myself, 3 given to me(1 I have actually put wear
on). This doesn't count the half-dozen or so others I've seen at Staceys
or Comp. Literacy which are in the "..in 21 days" style. Some, like J.
Wiley, even have an advanced one out, like the one by Steve Mann.

Well, I didn't say it would be easy. It would certainly be an effort.
But everything worth doing usually does.
Personally, I would think that the book would assume a knowledge of C or
C++. There are even more books on C programming than on Palm
programming, so that's not our target audience, IMHO. If they don't know
C, they'll buy one of the intro books.
