host TCP/IP on Emulator.

I am a beginner in developing Palm OS applicatoin to accesss web page!
I am using CodeWarrior 7.0 under WINNT and using POSE with
a rom image of OS version 3.5.
I've tried the following code:

I found in calling the NetLibSocketConnect Functions ..the return
value is -1.
and the error indicates is neterrorsocketbusy.
What is the reason about this?
Do I need to do any setting at the emulator?
