I don't know how the ARM support will be packaged or what it will consist of yet, but its safe to assume that it will use the existing CodeWarrior IDE with new compilers and linkers that target the ARM architecture and link to whatever format Palm chooses for executables. Its too early for us to talk about details of the transition.
