I don't have an authoritative answer, but I'll tell you what I know. My own
experience mirrors your own findings. I use FrmSetTitle only when setting
the title prior to displaying. If I need to update a previously drawn title,
I use FrmCopyTitle, making sure the original title is at least as long as
any title I'll set programmatically. This is based on my experience on Palm
OS 3.0 through 3.5.
However, looking at the 3.5 and 4.0 source code, it appears that FrmSetTitle
and FrmCopyTitle both have code to update the existing title even if it's
narrower. They even share some of the same code. I'm not sure when this code
was added or if it's working.
