No problem, Steve.  It only took me a few minutes to try your suggestion,
and I learned something in the process.

In the end, I just didn't know about VFS.  Dumb, but one can only learn so
much so fast.  The code David pointed me to is exactly the right thing (and
was first on the list when I searched for "VFS" on the Palm Knowledge Base
later).  I also found the section on Standard Directories in the Palm OS
Companion helpful when I started to worry about whether I would have to
traverse the entire file system looking for my pdb files.
