Hi Ken,
Last time I checked, the link from PalmOS was out of date. You might have
more luck going directly to the project page on Sourceforge :
http://sourceforge.net/projects/prc-tools/
Also, there was some discussion about the Falch IDE installing an older
version of the cygwin.dll that was incompatible with PRC-Tools, so you
might need to uninstall. My memory may be wrong on this, so check the
archives.
