What you should do is not assume how something works. The installation
process is more complicated than putting a file in the Install directory.
Download the Conduit Developer's Kit. It contains the InstallAide.DLL
file and docs, which allow you to install files to the handheld. Another
option would be to use Pilot Catapult, an already written installer that
is free for some purposes.
