You (or your customers) have to reset the read-only bit, of course.
BTW, most read-only pdbs fail to install. Yours must have been an export.
As you have probably gathered, setting the read-only bit is not always a
good idea.
A better approach is to open the database read-only.
You should also resist the temptation to copy read-only databases to flash.
