Though not truly a development system per se, ThinkDB2
(www.thinkingbytes.com) has some connections to MS Access databases (I
haven't tried these personally). I've used their Palm database and Windows
desktop application to build quite a few database type "apps" for personal
use (CD & DVD Tracking, Auto Maintenance record keeping, etc...)
