For an application, you mean one, not zero.  There is (or was in some
versions) a bug in PalmDebugger that prevents it from attaching to an
application with a database version number of 0.

In practice, it seems that most people just leave it at the default of 1.
(In most versions of build-prc the default is 0, but that's fixed now.)
