That's because those are build-prc arguments, not pilrc arguments.
"build-prc test.def test toto03e8.bin" will indeed do what you want
(as is documented in the build-prc documentation).
Or you could use a pilrc DATA statement, as Aaron suggested, and be
able to call your file whatever you like.
