I've updated http://www.idi.ntnu.no/~hal/development/palm/xmllib.html to
include a link to two example files xml.c and xml.h, that may be used as a
starting point.

I have written a simple XML-parser for Palm, implemented as a static library
with callbacks for parsing events like start-tag, end-tag, text, etc. Look
at http://www.idi.ntnu.no/~hal/development/palm/xmllib.html. It's got
several limitations, but is useful if you can control the validity of the
XML.
