Hi, I did some work on smart cards about a year ago. Things may have changed since then, but the best card reader I found for the Palm III series was from Privador. http://www.privador.com/products/smartpalm/index.phtml
There are a few other hardware solutions around that will work, depending on the type of smart card you wish to use.
