I have a guess. ScoutSync is probably using ExgDBRead to convert the pdb file into a record database. There is a bug in Palm OS 3.5.0 that makes it report a spurious error when the database doesn't contain any records or resources. The 3.5.1 Update (which was incorporated in the 3.5.2 Update and 3.5.3 Update), fixed this bug. The bug was also fixed in Palm OS 4.0 and later versions. The bug wasn't present prior to Palm OS 3.5.0. If my guess is correct, try installing the 3.5.3 Update. That should fix the problem.
