After hacking on this some more, I solved my problem. I found that I needed, in addition to what I had done above, to create a Popup TRIGGER with Control ID 1111. The 'popup' control just associates a trigger with a list (so I need it, too). I don't know if this is an idiom that is specific to OnBoard C or if this is universal but I thought I'd post the solution, none-the-less.
