You are right.

According to this page, you should be OK with
an adequate creator ID and bundled bit set.

I noticed quite a number of bugs in Palm documentation.
It could be another one. 
Why wouldn't you post a message to Pose forum ?

The doc that I referred to is the Palm OS 4.0 Development Overview. You can
find it here:

The paragraph is in the section entitled "Secondary Storage" and it's the
4th bullet down. Tha paragraph says:

"If your application requires databases or shared libraries to exist in the
storage heap, you can ensure that they will be copied over by setting the
bundled bit on the required database or shared library and using the same
creator ID."
