Honestly, I also prefer a Help form instead of tip.
If you don't use help, where can you place "About" ? :-)

I'm not sure what the reasoning is for only having tips on dialogs. Dialogs
don't generally have menu bars, which is a common way to provide access to
help in non-modal forms, but technically they can. I suppose getting access
to help from a modal dialog is more important, because you're stuck until
you make a decision. The built-in apps use the top-right corner for the
category picker or other widgets, so there's no room for the tip icon.
Perhaps the UI rule is based on emulating the built-in apps rather than on
any fundamental issue.

I'm just speculating; this was before my time. :)
