I guess this is not quite true. The PalmOS doc prevents from calling a launcher with SysAppLaunch; for launching a launcher, you need to immitate tapping launcher soft button. However you can use SysAppLaunch for anything else. See 'Launching Applications Programmatically' in PalmOS companion.
