I read the caveat about the tick clock not advancing when the device is
off somewhere.  My application will eventually disable the auto-off.

I actually have another question - how fast can the display be updated
if I am writing out new bitmaps to, say, half of the display?

The tick clock doesn't advance when the device is "off". See this
