You're not the first person to ask about implementing your own IrOBEX using the IR Library. The usual reason is to get more control than the Exchange Manager provides. Have a look at www.irda.org if you want to get an idea what you're in for.

Our IAS entry is, and always has been, "OBEX", not "OBEX:IrXfer", although there is a commented out line in the source for the latter definition.
