Easy...your app hasn't cleaned up its own locks correctly. When you re-installed the app, the OS lost track of the locks.
Well, easy if this is the answer... I used to have problems similar to this when I had a table in one of my forms that wasn't using "custom" cell types. I never could get my app to cleaning use these table fields. I guess I was just stupid...in any case, changed them to "custom" draw and my "Chunk under-locked" problems went away.
